The California courts require the parties involved in the adult adoption must be at least 18 years old and at least 10 years apart in age. So for example if the adoptee is 18, the person wishing to adopt them must be at least 28 years old.
If either of the adults are married then the spouses must consent to this adult adoption in order for it to be approved by the court.
In addition to these 2 requirements, the 2 parties to the adoption must have the necessary paperwork with very specific wording/language properly completed before it can be submitted to the court.
